Transparency 

The California Fair Political Practices Commission requires that certain city officials and employees file disclosures about their economic interests, campaign donations, gifts and related information for the public to see.

State of economic interest (Form 700)

The Political Reform Act (Gov. Code §§ 81000-91014) requires designated state and local government officials and employees to publicly disclose their personal assets and income using a Statement of Economic Interests form (Form 700). In San Marcos, this includes:

  • Mayor
  • City Council Member
  • City Manager
  • City Attorney
  • Planning Commissioner

Campaign statements

The Political Reform Act (Gov. Code §§ 81000-91014) requires detailed disclosure of the role of money in California politics. This includes disclosing contributions and expenditures related to campaigns supporting or opposing local candidates and ballot measures.

The filer access portal allows candidates and campaign committees to submit disclosure reports mandated by the City of San Marcos and California’s Political Reform Act electronically at no cost. Contact the City Clerk at (760) 744-1050, ext. 3105, to obtain a filer identification number and password.

Gift to agency (form 801)

Under Fair Political Practices Commission (FPPC) Regulation 18944.2, reports of gifts to an agency (Form 801) are posted on this website within 30 days of the payment's use.

Ticket distribution policy and reports (Form 802)

Pursuant to the Fair Political Practices Commission (FPPC) Regulation 18944.1, the City’s written policy regarding the distribution of tickets and passes and the ticket disclosure forms (Form 802) are posted for public access. Ticket disclosure forms are posted on this website within 30-days after distribution of tickets. Click on the applicable link below to view.

Behested payment report (form 803)

Behested payments are made for legislative, governmental, or charitable purposes under Government Code Section 82004.5. These payments are not for campaign purposes and may constitute a gift to the official under applicable gift limits.

Agency report of public official appointments (form 806)

Form 806 reports additional compensation officials receive for appointments to committees, boards, or commissions of a public agency. Updates are made when there is a change in compensation or new appointments.
