1. Expedited solar permit
Available for single-family residences using the city’s standard central inverter or micro inverter plans. To apply:

• Complete the eligibility checklist and city standard plan.
• Submit your permit application through the new permitting software by selecting the "Roof Mounted Solar PV Expedited" option.
• Estimated processing time: 1-3 business days.

2. Automated residential solar permitting via Solar APP+
This self-issued permit is available only to contractors via the SolarAPP+ webpage. It checks your solar design for code compliance. To apply:

• Ensure your project meets eligibility criteria (refer to the SolarAPP+ checklist).
• Submit your design on the SolarAPP+ webpage.
• Pay the processing fee and download approved plans and certificates.
• To apply for your permit:
  • Obtain a City of San Marcos Business License. 
  • Log into the City’s online permitting system.
  • Attach the Permit Declaration Form and pay for your permit.

• Schedule your inspection via the City’s online permitting system (inspection cannot be scheduled without a completed Permit Declaration Form).

3. Roof or ground mount solar PV systems
For all other solar systems that don't qualify for expedited review or SolarAPP+. This includes residential multifamily projects. To apply:

• Submit a full set of plans and supporting documents through the new permitting software for review by internal staff.
• Estimated processing time: 5-10 business days, depending on current volume.

1. Expedited EV charger permit
    Available for single-family residences using the city-provided eligibility checklist and forms. To apply:

• Complete the eligibility checklist, guide to EVSE, and the EVSE load calculation worksheet.
• Submit the application via the new permitting system by selecting the “EVCS” permit.
• Upload the required forms and submit your permit application.
• Estimated processing time: 1-3 business days.

2. All other EV charger permits
    For all other EV charger installations. To apply:

• Submit a site plan, service load calculations, a single-line diagram, and product specifications.
• Select “EVCS” permit type and upload the necessary documents.
• Estimated processing time: 5-10 business days.

Roof or ground mount solar PV systems
For non-residential buildings or structures. To apply:

• Submit a full set of plans and supporting documents via the new permitting software.
• Estimated processing time: 15 business days, depending on current volume.

Commercial/industrial EV charger systems (EVCS)
For non-residential buildings or structures. To apply:

• Submit a full set of plans and supporting documents through the new permitting software.
• Estimated processing time: 15 business days, depending on current volume.

If you're revising an existing permit:

1. Under the submission tab in your permit portal, create a revision submission.
2. Upload the complete set of plans with a "delta" on the cover sheet outlining the changes.
3. Make edits as necessary, ensuring consistency and clarity. Every sheet affected by the revision should clearly indicate the changes (delta).
