Neighborhood Traffic Management Policy (NTMP)

Welcome to the City of San Marcos NTMP page!

About the NTMP

The Neighborhood Traffic Management Program (NTMP) is a data-driven and community-oriented initiative approved by the Traffic Commission on August 2, 2023.

The NTMP aligns with General Plan goals to create safer and more walkable neighborhoods by:

  • Providing effective traffic calming strategies to improve traffic safety and address the needs of all road users on public streets
  • Considering the unique characteristics of each neighborhood
  • Enhancing the safety and livability of qualifying residential neighborhoods

NTMP Process

The NTMP categorizes traffic calming measures into tiers and starts with the least intrusive and most cost-effective tier first.  The data-driven process ensures resources are utilized efficiently and maximizes the likelihood of success of the chosen measures.

The NTMP promotes community involvement and transparency. Residents are engaged throughout the process as active participants in identifying and resolving traffic concerns in their neighborhoods.

Traffic Calming Measures

The NTMP offers a range of traffic calming measures, including:

  • Education and Enforcement
  • High Visibility Crosswalks
  • Striping and Signing
  • Physical Improvements

Is the NTMP for Every Type of Traffic Concern?

The NTMP focuses on traffic calming measures within qualifying residential neighborhoods. Some issues are outside the scope of the NTMP, such as:

  • Traffic signal timing requests
  • Parking enforcement
  • Large truck traffic
  • Congestion
  • Stop sign requests
  • Street light requests
  • Driver impairment, distraction, or negligence

Concerns in the above categories will be addressed outside the NTMP process.  Please report these types of issues using our Report a Concern App so that City traffic engineers can investigate.

Residents interested in traffic calming can submit the NTMP Request Form. Our team will review the request and determine appropriate next steps based on our guidelines.
