Our Services
With a goal of protecting the city’s surface waters and to maintaining their beneficial uses, the Watershed Program is an integral part of keeping the City of San Marcos a beautiful place to live, work and visit. The program taps several city departments and agency staff that are committed to ensuring citywide compliance with the San Diego Regional Water Quality Control Board Order R9-2013-0001, as amended by Order Nos. R9-2015-0001 and R9-2015-0100, otherwise known as the Municipal Permit.
The Municipal Permit requires the implementation of jurisdictional runoff management programs to control the contribution of pollutants to- and the discharges from municipal separate storm sewer systems (MS4).
Additionally, the Municipal Permit requires the development of a Water Quality Improvement Plan with the goal to further the objective to protect, preserve, enhance, and restore the water quality and designated beneficial water of the state. This goal will be accomplished through an adaptive planning and management process that identifies the highest priority water quality conditions within a watershed and implements strategies through the jurisdictional runoff management programs to achieve improvements in the quality of discharges from the MS4s and receiving waters.
