What is a General Plan?
It’s a policy document
The General Plan defines the city’s long-range planning policies, reflecting the aspirations and values of residents, landowners, businesses, and organizations. It guides land use and planning decisions by City Councils and Planning Commissions, as well as the daily administration of land use and development by City staff. Residents can use it to understand the city’s approach to growth and development.
It’s a legal document
Required by California law, the General Plan serves as a legally binding framework. It includes statutorily required components like background data, analysis maps, and exhibits, and it forms the foundation for zoning, subdivision and public works decisions.
It helps maintain our excellent quality of life
The General Plan covers a wide range of issues affecting the city, including physical development, economic growth and social well-being. It has a long-term focus, typically looking 20 or more years into the future, with periodic updates to reflect changes in demographics, culture and technology.
