The Development Services Department strives to continuously improve and maintain various processes in evaluating development entitlements to increase efficiency and business friendliness. A key business practice is contracting method for the preparation of environmental documents and technical analyses pursuant to the California Environmental Quality Act (CEQA).
The Development Services Department has established a list of pre-screened qualified consultants that are acceptable for applicants to contract with to prepare environmental documents for private projects.
Prior to establishing a contract with any of the qualified consultants below, private applicants must contact City staff and establish an agreement to ensure a shared understanding of analysis scope and process. Please contact Planning Division Director, Joseph Farace at jfarace@san-marcos.net.
Private applicants can contract directly with the primary consultants in the preparation of technical analyses and environmental studies as formally agreed upon by the City and the Applicant. Environmental documents and technical analyses prepared by parties other than the consultants listed below will not be accepted by the City, with a few exceptions as identified below.
It is the City’s goal to ensure an efficient, cost-effective and positive process through close collaboration with the Applicants and their Consultant at the outset of any study preparation. City staff may require additional information obtained through an Informational Meeting (IM) and/ or project application submittal to ensure that there are shared expectations regarding project description, study scope, timing of City document review, roles and overall project schedule prior to study initiation.
The City reserves the right to not accept studies prepared without initial City input, or to require that parties prepare substantially revised documents at their cost with likely impacts to project schedule.
Exceptions to studies by Consultants not on Pre-Screed List: An Applicant can retain a County of San Diego approved Consultant in rare circumstances when a project is minor in nature and only requires one Technical Analysis such as Biological Resources Evaluation or Noise Report and is otherwise deemed Exempt from CEQA.

The City will peer-review any report that is prepared by a consultant not on the City’s list. The Applicant will be responsible for payment of the Peer-review plus the City’s 25% Administrative Fees.
