Construction site stormwater runoff control requires developing a program to control the discharge of pollutants (i.e. sediment) from construction sites. A Stormwater Division goal is to work with local builders and developers to ensure regulatory compliance, because when a given site is out of violation so is the city.

Sediment, amongst other pollutants that can be disturbed and / or generated on construction sites have been identified by the State Water Resources Control Board as contributing to the impairment of local waterways. In order to ensure regulatory compliance the city recommends that the Construction Best Management Practices are reviewed prior to plan submission.

The program includes a review of Storm Water Pollution Prevention Plans (SWPPP); a review of Erosion and Sediment Control Plans; confirmation that other regulatory required permits have been secured; routine inspection of construction sites; where applicable post construction storm water treatment system(s) plan review, inspections and tracking; and at times enforcement actions when regulatory compliance has not been achieved.
