Minimum qualifications
After hour program and maintenance worker progression requirements
Purpose
City of San Marcos Public Works staff are expected to build a well-rounded set of skills as they progress and take on additional responsibility. This document provides a list of skills that the department views as core to being proficient as a maintenance worker and prepared to deal with all major projects and unexpected tasks.
The base qualifications list provides core requirements for employees to be able to participate in the after-hours program and be eligible for maintenance worker progression; all requirements must be signed off by a supervisor. For maintenance worker progression, the base qualifications list is supplemented by division-specific requirements that are also listed in this document.
Division supervisors will be responsible for tracking progress of their employees related to both the after-hours and MWI/MWII progression programs. The public works admin team will provide support for this tracking and assistance as needed.
Initial minimum qualifications
For employees to be eligible to participate in the after-hours program and/or the maintenance worker progression, they must meet the following administrative requirements:
- Must have passed probation in current position
- No disciplinary action or reprimands within the past 12-month period
Base qualifications list
Equipment
Employee must be able to proficiently use and operate the following equipment:
- Loader
- Backhoe (loader bucket function, not actual backhoe)
- Dump trucks with air brakes (Class A or B driver’s license required)
- Chainsaw
- Chop saw
- Street Sweeper
Traffic control
Employee must be able to demonstrate proficient use of traffic control, per CA MUTCD standards. They should be able to demonstrate and apply key traffic control elements such as:
- Advance warning areas
- Transition zones
- Buffers
- Termination zones
- Road and lane closures
Plumbing and irrigation systems
Employee must be able to demonstrate the proper means and methods of shutting down a water or irrigation system. This includes the proper shutoff of a:
- Water meter
- Backflow
- Ball valve
- Other components that may require shutoff
Additional qualifications: Maintenance worker progression
For employees to be eligible for progression from Maintenance Worker I to Maintenance Worker II within their respective division, they must have served a minimum of 24 months as a Maintenance Worker I for the City of San Marcos and obtain supervisor approval that they are proficient in the following division-specific requirements. Progression may be expedited at 12 months with outstanding performance in meeting the progression criteria and Director Approval.
Employees who are hired directly into a Maintenance Worker II role via outside hire or internal promotion, will have 12 months to complete the additional qualifications for their role.
Refer to section 7 of the SMCMEA MOU for details on reimbursement eligibility related to certificates and licenses.
Streets Division
- Safely operate and properly maintain at least 5 of the pieces of equipment below
- Hand Striper
- Airless Sprayer
- Skid Steer
- Loader
- Backhoe {front bucket)
- Air Compressor with Jack Hammer
- Asphalt Grinder
- EDCO Saw
- Chainsaw
- Vibratory Plate Compactor
- Identify proper specifications for concrete sidewalks, gutters and ADA ramps in the Greenbook or SDRSD
- Identify proper specifications for paint legends, striping and parking stalls in the MUTCD
- Demonstrate minimal skill level / understanding of Microsoft Office Programs: Outlook, Word, Excel, Teams
- Demonstrate minimal skill level / ability to generate and submit work orders
License/certificate
Successfully obtain one of the following License/Certificate:
- Tanker Endorsement (operate the water truck)
- Backhoe Operator Certificate
- Pesticide Qualified Applicator Certificate (or License)
Parks Division
- Demonstrate safe operation of ride on mowers
- Exmark
- John Deere
- Toro reel mower
- Demonstrate safe operation of Kubota tractor
- With Aerator attachment
- With Topdresser attachment
- With Gannon Box Scrapper attachment
- Demonstrate safe operation of the sod cutter
- Demonstrate safe operation of a utility cart with Lely to apply fertilizer
- Demonstrate safe operation of vibro plate compactor and the repair of a DG pathway
- Properly identify fertilizer types and fertilizer application rate and calculate quantities
- 80 hours experience with irrigation repairs
- 80 hours experience with tree trimming/pruning, demonstrating proper techniques
- Assist with all aspects of at least 3 concrete removal and replacement projects
- Demonstrate minimal skill level / understanding of Microsoft Office Programs: Outlook, Word, Excel, Teams
- Demonstrate minimal skill level / ability to generate and submit work orders
License/certificate
Successfully obtain one of the following License/Certificate:
- Pesticide Qualified Applicator Certificate (or License)
- Landscape Irrigation Auditor
- Playground Safety Inspector
- Arborist
- Tanker Endorsement (operate the water truck)
- Backhoe Operator Certificate
Facilities Division
- Demonstrate ability to safely perform semi-skilled maintenance and repairs for city buildings, including plumbing, electrical, HVAC, and carpentry.
- Demonstrate ability to Inspect and maintain building systems, such as HVAC, lighting, and alarm systems.
- Demonstrate ability to coordinate with contractors for specialized repairs.
- Demonstrate ability to properly maintain tools and equipment inventory used for facility tasks.
- Demonstrate safe operation of standard power tools, including power drills, reciprocating saws, impact drivers, and angle grinders.
- Demonstrate safe operation of boom lifts, bucket lifts, and forklifts.
- Demonstrate minimal skill level / understanding of Microsoft Office Programs: Outlook, Word, Excel, Teams
- Demonstrate minimal skill level / ability to generate and submit work orders
License/certificate
Successfully obtain one of the following License/Certificates:
- EPA HVAC Certification: type I, II, or Universal
- Certified Maintenance and Reliability Professional (CMRP)
- Electrical trainee or Certified Electrician or An Associate or Certificate of Arts Degree in Electrical or Electronic Technology)
